Georgia Liquor License Renewal: DOR Requirements & December 31st Deadline

In Georgia, the Georgia Department of Revenue (DOR) manages alcohol licensing through the Georgia Tax Center (GTC). Unlike many other states, Georgia uses a universal expiration date of December 31st for all state liquor licenses, creating a high-pressure year-end renewal season for operators.

1. The December 31st Deadline

Every state liquor license in Georgia expires on December 31st, regardless of when it was initially issued. The renewal window typically opens in early October. Applications submitted after November 1st are often considered late and may not be processed before the New Year.

The Local-First Rule: In Georgia, you must generally renew your local city or county liquor license before you can successfully renew your state license. If your local license is not uploaded to the GTC portal, the DOR will hold your state renewal until it is provided.

2. Personnel & ATT Updates

Any changes in ownership, management, or the designated Alcohol Treatment and Training (ATT) officer must be updated during the renewal process. Failure to report these changes can result in fines or a "denial of renewal."

3. Alcohol Excise Tax Reports

The Georgia DOR requires that all Alcohol Excise Tax reports be filed and paid in full before a renewal will be issued. Ensure your GTC account shows zero outstanding liability for all tax types associated with your business.

The Challenge for Atlanta & Savannah Operators

Operators in high-traffic areas like Atlanta, Savannah, and Athens deal with additional local requirements, including "Alcohol Server Permits" for every employee, which are managed by local police departments and have their own individual expiration cycles.
