Multi-Site Premises Licence Management for UK Pub & Restaurant Groups

For UK pub and restaurant groups, the "Licensing Anniversary" is the most dangerous date on the calendar. If you operate across multiple local authorities—say, five sites in London, three in Birmingham, and two in Manchester—you aren't just managing alcohol; you're managing ten different council relationships and ten different fee schedules.

1. The "Different Council" Bottleneck

Every local authority in the UK has its own system for processing annual fee payments. Some councils will invoice you; others expect you to remember and pay via an online portal without any notification. Under the Licensing Act 2003, the responsibility lies entirely with the licence holder.

The Suspension Rule: If the annual fee is not paid by the anniversary date, the council must suspend the licence. This isn't optional for them. Your bar must stop serving alcohol until the fee is confirmed as paid.

2. The DPS Resignation Crisis

For multi-site groups, manager turnover is an operational reality. When a General Manager (who is usually the **Designated Premises Supervisor**) leaves, the group has a legal gap. You cannot sell alcohol without a DPS who holds a valid **Personal Licence**.

  • Maintain a Central Personal Licence Register so you know which assistant managers are qualified to step in as a temporary DPS.
  • Track the expiry of **Right to Work** documents for your DPS candidates, as these are often checked during variation applications.

3. NDRV Banding & Fee Audits

UK licence fees are tied to your property's **Non-Domestic Rateable Value**. If your property is revalued (up or down), your licensing fee banding may change. Ensure your head office has a record of the NDRV for every site to avoid overpaying or underpaying (which can lead to suspension).

Centralising UK Compliance

Operations managers at successful UK groups are moving away from local "compliance folders" held at the bar and moving toward a **Single Source of Truth** at Head Office.
