Ontario Restaurant Permit Checklist: Every Licence You Need in 2026

Opening or operating a restaurant in Ontario requires navigating a maze of municipal and provincial regulations. Missing a single renewal can result in fines, closures, or the suspension of your liquor sales. Use this checklist to audit your compliance folder today.

1. Provincial Licences (AGCO)

If you serve alcohol, the Liquor Sales Licence from the Alcohol and Gaming Commission of Ontario (AGCO) is your most critical credential.

  • Liquor Sales Licence: Renewed every 2 years via the iAGCO portal. Failure to renew results in an immediate stop-service order.
  • Patio Authorization: If you have an outdoor space, ensure your patio authorization is linked to your current licence.

2. Health Department Permits

Your local Public Health Unit (e.g., Toronto Public Health, Peel Public Health) issues your operating permit. In Toronto, this is linked to the "DineSafe" program.

  • Food Establishment Permit: Usually annual. Often requires a pre-renewal inspection.
  • Certified Food Handler: At least one person on-site must have a valid certification at all times. These expire every 5 years.

3. Municipal & Admin

  • Master Business Licence: Your registration under the Business Names Act. Renewed every 5 years.
  • Fire Safety Inspection: Annual certification of your suppression systems and extinguishers.
